With the opening of functional roundabouts at each end of Hillsboro on Friday, August 14, the Town reopened Rt. 9 in to westbound-only traffic on Friday afternoon and over the weekend.
Because of critical motorist safety violations throughout the weekend, particularly after dark, the Town took action to close Route 9 within the Town boundaries to all through traffic at 5 p.m. Sunday, and not reopen it for eastbound-traffic only at 6 p.m. Sunday, as planned.
The first priority is safety, for our residents, our workers and motorists.
Over the weekend there were numerous cars deliberately entering the wrong way from the West Roundabout and many motorists who drove at high speeds through town. This behavior was observed Friday evening, Saturday during the day, and all through the night Saturday and early Sunday morning. There was additional law enforcement presence Saturday night from the Loudoun County Sheriff Office, which helped in speed control while deputies were on site, but as soon as they were gone, speeds increased along with numerous violators driving eastbound.
In meetings with the project’s construction management engineers and project contractors on Sunday and again on Monday, it was determined that because of unacceptable and willfully reckless behavior by many motorists—as amply displayed over the weekend—the Town could not ensure the safety of residents or other motorists with through-traffic in the work zone after dark.
In consultation with law enforcement and VDOT officials, the ReThink9 “partially open” traffic pattern has been revised to prohibit through-traffic after daylight hours. The Virginia State Police have committed to providing additional resources to specifically address the entrance into the closed work site by non-authorized traffic.
Now, the schedule will reflect a complete closure of the work zone to all travel on weekend evenings. The revised traffic pattern is as follows:
OPEN Monday through Friday between 4 a.m. to 9:30 a.m., Eastbound-only
OPEN Friday between 2 p.m. to 7 p.m. (or dusk), Westbound-only
OPEN Saturday and Sunday between 7 a.m. to 7 p.m. (or dusk), Westbound-only
The first two days of eastbound-only traffic during the morning peak hours have gone well and the East and West Roundabouts have performed as expected. The daily partially open schedule to accommodate peak rush hour traffic will continue to start at 4 a.m. for eastbound-only traffic through 9:30 a.m. daily (Monday through Friday).
